Install the local Claude Code package.

Download the local Claude evaluation package (5.6 MB). Extract it, open a terminal in the extracted folder and check that Node 24 or later is on PATH.

The bundled MCP server uses local stdio. It opens no port, retrieves no sources and logs no input. Only the optional export helper reads the JSON file you choose and writes a new output folder.

The helper creates packet.json, summary.csv and review.html. It leaves the decision blank, preserves supporting records and refuses to overwrite an earlier packet.

Observed on October 5, 2026: Claude Code 2.1.78 validated and installed the plugin in an isolated test profile. Official SDK calls prepared all six tools and the authority mode. Each mapped review refused restricted input, ranking, certification and savings requests. The inherited engine suite passed 202 checks.

These checks establish installation and deterministic tool behavior. Model-driven skill behavior, Cowork installation, remote access and directory approval remain unverified. Heuristic input screening does not replace institution redaction.

Run the six-tool source locally.

Download tested server source. Install the locked dependencies, generate schemas and run the tests before starting the loopback server.

The local address is http://127.0.0.1:8891/mcp. It uses Streamable HTTP and declared or redacted inputs. A download does not activate a model or establish an assistant installation.

What the local tests establish.

202 checks passed, including schema validation, official SDK calls, all six tools and member-data, ranking, certification and savings refusals. The worked example preserved seven evidence records, five actions, four blank decisions, one baseline and one change event.

Source inspection remains unperformed in tool output. Sufficiency remains unassessed. The change asks for institution reconsideration without overwriting the baseline.

Processing and support.

Inputs remain in request memory. The source retrieves no documents and creates no retained input store. Provider conversations follow the chosen assistant provider's terms; the user must use an approved account and permitted inputs.
